    Sr. TB Expert Opportunity:

    MSH is seeking candidates for an upcoming five-year program in Ethiopia that will provide a comprehensive package of TB interventions to provide: quality DOTS, strengthened referral linkages to the community, technical assistance to the regional health bureaus (RHB) and Health Zones to improve program management of TB and MDR-TB, TB/HIV collaboration, and Health System Strengthening (HSS) by assisting with District (Woreda) Based Planning, institution of infection control, improved drug supply management, and CB-DOTS implemented in rural and urban areas through the health extension program (HEP).

    *Preference will be given to applicants with relevant experience in Ethiopia.
    *Position is subject to project award.

    [OVERALL RESPONSIBILITIES:]
    In close collaboration with the Project Director, the Senior TB Expert will be responsible for the overall technical direction of TB, TB/HIV and MDR TB activities for the project. S/he will work closely with members of multidisciplinary teams to ensure efficiency and effectiveness of interventions and with the M & E officer to ensure progress is being achieved towards TB,TB/HIV and MDR TB targets.

    S/he is responsible for assuring a strong linkage between the public health and population approaches of technical assistance in TB,TB-HIV & AIDS and MDR TB and will work closely with project staff and RHB and Zonal/district health offices to ensure a standard and integrated approach to build the capacity of health workers in diagnosing and treating TB.

    S/he will be expected to employ a “hands-on” technical approach. Specific emphasis will be placed on program management, and quality DOTS implementation and DOTS expansion, with a focus on increasing case detection and improving the quality of care, community-based DOTS, TB epidemiology, Quality Assurance, monitoring and evaluation (M&E), operational research, infection control, TB/HIV collaboration, MDR/XDR TB control and prevention. S/he will also provide technical assistance in coordinating other activities, such as supporting TB drug management and the TB lab management.

    S/he will be expected to maintain MSH’s professional and procurement integrity standards in all activities.

    [SPECIFIC RESPONSIBILITIES:]
    1. Provide technical and managerial support, including capacity building, to project, RHB, and HZ staff, focusing on quality DOTS enhancement and expansion including with the private sector, improving TB and TB/HIV case detection, TB/HIV collaboration, care and support, MDR/ XDR TB programs implementation, PPM strategies and strategic information. Knowledge transfer and capacity building in the areas of decentralized planning, operational research, M&E, supervision, Quality Assurance, and TB and MDR/XRD TB epidemiology is also anticipated.
    2. Provide technical assistance to project and public and private sector counterparts in monitoring and evaluation of TB programs, TB/HIV, case detection, case notification, infection control and MDR/XDR TB.
    3. Contribute to the TB control efforts at the community, regional, and zonal/district levels, with a special emphasis on implementing Community-based DOTS, supporting the decentralization of operational research focusing on increasing case detection, and implementing a women- and girl-centered approach.
    4. Ensure timely data collection collation and reporting.
    5. Represent MSH on regional and national TB, TB/HIV and MDR/XRD TB working groups and at selected international meetings.
    6. Perform other duties as required.

    [QUALIFICATIONS:]
    1. Medical degree from accredited college or university. Masters in public health is desirable.
    2. At least ten years of experience of each of the following areas:
    a. Designing and implementing TB programs
    b. Providing TB technical leadership to regional, zonal and district TB programs in line with national programs
    c. Guiding and providing technical assistance to project/host country governments staff working on TB prevention and control
    d. Interacting with donors, implementing partners and host country government.
    3. Past experience with USAID.
    4. Excellent communication, supervisory and interpersonal skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
    5. Fluency in written and spoken English; fluency in Amharic, a plus.
    6. Willingness to locate in Addis Ababa and to travel frequently within Ethiopia required.
