    OVERALL RESPONSIBILITIES: The Program Officer provides management support for learning programs to the Center for Leadership and Management (CLM). The Program Officer works closely with the Senior Program Officer (SPO) for Learning Programs as a Project Manager in the development, implementation, monitoring and evaluation of activities in assigned learning programs and networks.

    Learning program overall management responsibilities also include: work plan and budget development; coordination and dissemination of internal and external information flow; compliance with contractual and USAID regulations and fulfillment with reporting obligations, i.e. quarterly reviews and semi-annual reviews; financial management; the analysis of financial reports in comparison to the workplan and completion of activities; public relations and marketing of CLM learning programs; meeting internal and external project management deadlines; oversee team performance, including technical assistance providers; consistent collaboration with Budget Liaison and Monitoring & Evaluation liaison; and the attendance of program unit meetings.

    The Program Officer is aware of procurement integrity standards in all, and adheres to, MSH activities. The position is based in Cambridge and may require domestic and overseas travel up to 10% of the time.

    SPECIFIC RESPONSIBILITIES:

    Learning Program Project Management

    1. Lead learning program management team(s) in the implementation and monitoring of learning programs, successfully meeting clients’ needs. Maintain in the process an excellent work climate, as well as integration and quality performance of program teams under his/her leadership. Ensure smooth coordination with CLM and Program staff and MSH as a whole.
    2. Manage the implementation and follow-up of several learning programs.
    3. Train and support other Program Officers in the management of learning programs.
    4. Ensure that learning program management manuals are accurate and updated.
    5. Ensure that the virtual programs portal content is accurate and updated.
    6. Maintain the schedule of all learning programs, working with the Senior Program Officer to ensure each program is properly staffed and scheduled.
    7. Oversee the management of the learning program statistics and database, including the numbers of participants, countries, teams, and program results, working closely with the assigned Program Coordinator.
    8. Conduct demonstrations of learning programs for interested stakeholders and participate in training of virtual facilitators and other team members when necessary
    9. Support CLM staff in New Business Development as necessary.
    10. Be aware of and contribute to MSH intellectual property rights policy and guidelines.
    11. Ensure that all technical and operational inputs required for successful implementation of programs under PO’s responsibility are in place, that the programs run smoothly, adhere to technical quality, fulfill programmatic objectives within budgetary guidelines, and comply with donor requirements and applicable regulations.

    Workplanning & Budgeting

    12. With the support of assigned Budget Liaisons, develop workplans and budgets closely aligned with programs’ technical design and in compliance with established standards and procedures, and monitor their implementation and use of resources.
    13. In conjunction with assigned CLM M&E staff, develop M&E plans and monitor programs’ results as per M&E established standards and procedures, and support evaluation activities.

    Communications/Reporting

    14. Maintain communications and close collaboration with USAID and other donors, Cooperating Agencies and other technical assistance organizations, host country institutions and other clients, and MSH staff, in relation to the programs under his/her responsibility.
    15. Keep Learning Programs and CLM Programs senior management informed of project activities. Inform Team Leaders and CLM senior staff of project activities, challenges, strategic plans, and team dynamics through scheduled meetings. Contribute to MSH knowledge base by submitting case studies and other documented forms of technical knowledge.
    16. Provide clear documentation of programmatic achievements of learning activities, including USAID reporting requirements, TraiNet data, CLM marketing materials and technical reports, and After Action Reviews.

    17. Other tasks as necessary.

    QUALIFICATIONS:

    1. Master’s degree in management, public health, education or equivalent experience preferred,
    2. Previous experience in developing or managing distance learning programs strongly preferred.
    3. Experience in the fields of education and health preferred.
    4. Previous budgeting and project monitoring experience preferred.
    5. Project management experience, with USAID experience or equivalent, preferred.
    6. Experience working with teams to achieve results.
    7. Ability to travel internationally and domestically as required.
    8. Interest and enthusiasm for using learning approaches to scale up access to management, leadership and organizational development learning opportunities for managers and their teams working in health service delivery organizations in developing countries.
    9. Experience working in developing countries preferred.

    REQUIRED SKILLS:
    1. Fluency in English required (written and oral); second language (Spanish and/or French) fluency is also required (written and oral).
    2. Proven programmatic, technical and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of indigenous, nongovernmental, governmental, and international organizations within multiple socio-cultural contexts.
    3. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
    4. Excellent computer skills Knowledge of Windows applications for word processing, spreadsheet software, Access, preferred.
    5. Excellent writing skills.
    6. Excellent oral communication and presentation and/or facilitation skills.
    7. Capacity to work well in teams and in a fast moving program environment.
