    MSH is seeking candidates for an upcoming five-year program in Ethiopia that will provide a comprehensive package of TB interventions to provide: quality DOTS, strengthened referral linkages to the community, technical leadership and assistance to the regional health bureaus (RHB) and Health Zones to improve program management of TB and MDR-TB, TB/HIV collaboration, and Health System Strengthening (HSS) by assisting with District (Woreda) Based Planning, institution of infection control, improved drug supply management, and CB-DOTS implemented in rural and urban areas through the health extension program (HEP). Preference will be given to applicants with relevant experience in Ethiopia. Position is subject to project award.

    [OVERALL RESPONSIBILITIES:]

    The Senior Finance, Contracts, and Operations Manager provides authoritative leadership on all finance, accounting and contract matters to ensure the timely and effective implementation of Project’s activities in Ethiopia. S/He performs standard accounting, budgeting, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and MSH policy, as well as overseeing the quality of office administrative functions. S/he serves as a financial management resource to programmatic and operational staff. The Manager monitors transactions and subcontractors through the effective use of the review and approval process to ensure propriety with USAID and MSH regulations, including the preparation and award of performance-based sub contracts. With the Project Director, s/he monitors compliance with all internal and donor financial and administrative requirements. The administrative duties of this position will include overseeing human resources, security, travel and transportation, IT and communication, general procurement, and the upkeep of office space and equipment. The Senior Manager safeguards the assets (financial and physical) of MSH and its donors against fraud, loss or misuse.

    [SPECIFIC RESPONSIBILITIES:]

    1. Budgetary and financial management:
    a. Local office lead with MSH headquarters for preparation of budgets and budget amendments to be submitted to USAID.
    b. Oversight of annual budget preparation, including oversight of the costing of the work plan and its integration with agreement approved budget.
    c. Oversight of adjustments to the annual budget when required.
    d. Oversight of monthly expenditures to budget.
    e. Liaison with MSH headquarters on budgetary matters.

    1. Compliance oversight:
    a. Provides oversight of program and sub-contractor compliance with USAID and MSH policies and procedures, with emphasis on procurement of services and equipment as well as other implementation areas.
    b. Oversight of purchase orders and approval of invoices.

    2. Performance-based contracting (PBC) with private and public organizations, including non-governmental organizations (NGOs), community-based organizations (CBOs) and faith-based organizations (FBOs).
    a. Develop performance-based contracts that include detailed procedures for the entire contracts management cycle:
    i. preparation of templates for solicitations and contracts
    ii. soliciting proposals
    iii. evaluating and selecting contractors
    iv. awarding contracts
    v. ensuring contractor payment
    vi. monitoring, reporting and evaluating results.
    b. Assist sub-contracting organizations in:
    i. developing proposals and annual work plans
    ii. monitoring their progress against the plans
    iii. tracking expenses against their budgets
    iv. reporting
    c. Coordinate with all technical teams to ensure that program objectives and indicators are successfully incorporated into the contracts.
    d. Establish and implement management systems to ensure sub-contractors are following USAID and MSH policies.
    e. Work with other project team members to improve performance of sub-contractors to achieve their performance indicators.
    f. Prepare procedures for technical assistance (TA) to ensure that each TA is designed to ensure that sub-contractors are able to manage their contracts efficiently and transparently, in compliance with USAID regulations and consistent with MOH national strategies.

    3. Based on MSH and USAID regulations and operational policies and procedures, implements appropriate standard operating procedures (SOPs) in the areas of finance and accounting, human resources, and operations. Trains staff in office SOPs and ensures compliance.

    4. Supervises finance, contracts, and operations staff. Supervisory responsibilities include but are not limited to: meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting performance plan, review and development; communicating, implementing and assuring adherence to Project policies, guidelines and values; developing staff skills and knowledge; approving timesheets; and facilitating supervisee success whenever possible.

    5. Serves as Acting Project Director in the absence of the Project Director.

    6. Performs other duties as assigned.

    [QUALIFICATIONS:]

    1. Masters degree in public health, business, management or related area.
    2. Experience in international development programs.
    3. Extensive experience with USAID contracting.
    4. Experience with TB and/or HIV/AIDS projects preferred.
    5. Excellent planning, management, and organizational skills.
    6. Proven leadership and interpersonal skill and capacity in negotiation and conflict management.
    7. Fluency in English required; proficiency in Amharic an advantage.
