Senior TB Laboratory Expert Opportunity:

MSH is seeking candidates for an upcoming five-year program in Ethiopia that will provide a comprehensive package of TB interventions to provide: quality DOTS, strengthened referral linkages to the community, technical assistance to the regional health bureaus (RHB) and Health Zones to improve program management of TB and MDR-TB, TB/HIV collaboration, and Health System Strengthening (HSS) by assisting with District (Woreda) Based Planning, institution of infection control, improved drug supply management, and CB-DOTS implemented in rural and urban areas through the health extension program (HEP).
*Preference will be given to applicants with relevant experience in Ethiopia.
*Position is subject to project award.[OVERALL RESPONSIBILITIES:]
In close collaboration with the Project Director, the Senior TB Laboratory Expert’s responsibilities will include: overall strategic planning, coordination, and technical direction of laboratory activities for the project to ensure quality assured laboratory services to the beneficiaries. S/he will work closely with the Senior TB Expert since key TB work depends on a functioning laboratory, as well as with the M&E Officer to ensure progress is being achieved towards ensuring quality laboratory services.The Senior Laboratory Expert will assist regional reference laboratories (RRL’s) to strengthen the External Quality Assurance (EQA) and Q/A system in their catchment areas in collaboration with other partners. The Senior Expert will contribute to improved lab services based on EQA findings. Emphasis will be on health center (HC) laboratories, but the Expert will also be expected to enable RRL technicians to establish EQA and Q/A for District hospitals. S/he establishes, and/or reinforces innovative protocols for transfer of sputum smears from the community to health center labs and receipt of results back in a timely fashion.
S/he will ensure that effective systems are put in place to support reliable, user-friendly and accessible TB Program (NTP) of the MOH and PFSA to ensure that laboratory supervisory and monitoring systems, training, commodity and equipment management, Standard Operating Procedures are appropriately introduced, strengthened, and sustained. S/he will provide technical support to the laboratories as required.
S/he will be expected to maintain MSH’s professional and procurement integrity standards in all activities.
[SPECIFIC RESPONSIBILITIES:]
1. Develop close working relationships with the Ethiopian Health & Nutrition Research Institute (EHNRI) and other stakeholders that have responsibility for strengthening and improving TB microscopy capacity nationally. Adapt existing standards for central and regional laboratories to meet the needs of health centers.
2. Work with ENHRI and the Regional Laboratories to assist in the Training-of-Trainers program for TB microscopy.
3. Coordinate with Regional Reference Laboratories and Hospital laboratories in the project zones to ensure that laboratory personnel are trained on the revised TB laboratory standards and support health centers to achieve these standards during supportive supervision visits.
4. Provide support to labs in the implementation of an external quality assurance system for health center TB laboratories.
5. Develop/strengthen innovative protocols for sputum transportation from the community to health center laboratories in a safe and secure way to ensure viability of samples, timely testing in labs and prompt notification of results.
6. Work with PFSA and EHNRI in TB lab commodities specifications, procurement and inventory management implementation.
7. Work with ENHRI and RRL to scale up the implementation of Standard Operating Procedures for TB microscopy and the Quality Assurance Guidelines for TB lab diagnosis.
8. Together with Regional Laboratory staff, provide support to RRL and participate in supportive supervision and on-site mentorship/coaching of health facility lab staff.
9. Ensure that all supported laboratories implement and follow laboratory safety guidelines to ensure the safety of staff, patient and the public. Ensure appropriate disposal of sputum specimens.
10. Ensure that the standard Ethiopian and appropriate TB Laboratory Information System (TB lab register) is employed at all microscopy sites. In addition, set up systems to capture both commodity use and specimen workload data.
11. Develop/implement tools for lab reporting as part of lab network strengthening and build capacity of staff at regional labs and below in data management for decision making
12. Communicate with other partners strengthen labs and ensure that TB CAP laboratory activities are coordinated with the regional level.
13. Represent MSH on regional and national TB, TB/HIV and MDR/XRD TB working groups and at selected international meetings.
14. Perform other duties as required.[QUALIFICATIONS:]
1. Degree in clinical laboratory from accredited college or university. Master’s Degree in a laboratory-related field and experience in TB diagnostics are also desired.
2. At least ten years of experience of each of the following areas:
a. Implementing laboratory components of international public health programs
b. Providing technical leadership/support to regional and peripheral laboratories
c. Interacting with donors, implementing partners and host country governments.
3. Past experience with USAID.
4. Excellent communication, supervisory and interpersonal skills, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
5. Fluency in written and spoken English; fluency in Amharic, a plus.
